refactor: convert to bun workspaces monorepo

- Move web app into apps/web/
- Create packages/shared/ with shared types
- Create plugins/decky-vault/ scaffold
- Root package.json manages workspaces only

+## Fixed
+- Submit wizard crashed with `can't access property "id", (intermediate value).data is undefined` when creating a new game version — the frontend expected a `{ data: { id } }` wrapper but the API returns the created version object directly
+- Game Card height in grid views was extending beyond actual content, causing inconsistent row alignment
