release: v0.7.11

Bump version 0.7.10 -> 0.7.11 across package.json, Cargo.toml,
tauri.conf.json, www landing page, and all version tests. Point README
download tables at the Gitea release (git.ranio.xyz) now that releases
build there instead of GitHub.
