Fixes the Firefox PDF export failing with Error processing url: Access denied for URL data:... in browser.downloads.download.

Firefox rejects data: URLs; Chrome MV3 service workers lack URL.createObjectURL. buildDownloadUrl now picks per-browser: blob: object URL where createObjectURL exists (Firefox), base64 data: URL otherwise (Chrome).

  • Tests: 18/18 pass
  • Both browser zips build clean
  • Version bumped to 1.3.0

Firefox rejects data: URLs in browser.downloads.download with
"Access denied for URL data:...", breaking the PDF export. Build the
download URL per-browser: a blob: object URL where URL.createObjectURL
exists (Firefox background page), falling back to the base64 data: URL
for Chrome MV3 service workers (no createObjectURL).

Bump version to 1.3.0.
