Syncs desktop/src-tauri/Cargo.lock to v0.7.12 (matches Cargo.toml/package.json/tauri.conf.json) and gitignores the bundled PostgreSQL/MySQL client tool binaries, which are built/downloaded during the release workflow and should never be committed.
