Bumps to v0.7.13 and ships the signed/notarized macOS build.

  • Version 0.7.12 -> 0.7.13 across package.json, Cargo.toml, tauri.conf.json, website version string, and version tests
  • README: both download tables + tag instructions updated to v0.7.13, new changelog entry
  • Website: removed the sudo xattr quarantine hint (macOS is now signed + notarized), dropped the copy-quarantine handler + macos-hint animation from landing.js, added the v0.7.13 changelog entry

All 1076 desktop tests pass; website builds cleanly.
